Construction Trade Qualifying Board
The Construction Trade Qualifying Board (CTQB) is seeking several individuals interested in volunteering their service as a member of their Board. This Board deals with issues regarding county licensed contractors that cannot be resolved by the BCC Development Services Building Division. There are five (5) openings as follows: One architect registered in the State of Florida, One business person with a principal place of business in Clay County, One engineer registered in the State of Florida, One contractor who is registered or certified under Sections 489.105(3)(a)-(c), Florida Statues, and one contractor who is registered or certified under Sections 489.105(3)(d)-(0), Florida Statutes. Sports Development Advisory Committee (SDAC)
The Sports Development Advisory Committee will be an advisory board to the Board of County Commissioners whose purpose is to look into the feasibility of increasing sports tourism in the county. The SDAC will be comprised of seven (7) members: Five (5) members will represent existing athletic associations in Clay County, i.e., soccer, football, baseball/softball, lacrosse and tennis; one (1) member will represent the County’s hospitality industry (hotelier or restaurant owner); and one member will represent the local news media. The SDAC will be responsible for the following: a) Inventory & Assessment of local youth, adult and amateur sports needs; b) Current opportunities for competitive sports and tournaments; c) Recommendations for future growth and potential limitations; d) Evaluation of creating a sports niche that currently does not exist regionally; e) Competition that exits in Central and Northeast Florida; f) Cost analysis to improve current athletic fields – additional lighting, team locker rooms, concession stands, etc.; g) Cost analysis to construct a new sports complex including recommendations on location, acreage, cost per acre and infrastructure needs; h) Suggestions on leveraging private funds, naming rights, donations and grants; and i) Alternative funding sources.  

If you are interested in serving on the SDAC, please submit your application on-line. All submitted applications will be reviewed by the Tourist Development Council (TDC) after the 30-day application requirement expires. The TDC will present their recommendation to the Board of County Commissioners for final review and approval. It is estimated that the SDAC will meet for a period of four (4) to six (6) months. Volunteer Needed for the Board of Directors of the Northeast Florida Community Action Agency
The Board of County Commissioners is seeking a Clay County citizen to volunteer to serve as its representative on the Board of Directors of the Northeast Florida Community Action Agency. Meetings are held on the last Thursday of each month at their main office located at 4070 Boulevard Center Drive, 4500 Building, Suite 200, Jacksonville at from 4:00p.m. – 6:00 p.m. and includes a meal. Their mission is “To defeat poverty and erase its devastating effects on Northeast Florida families by providing the education, empowerment and assistance that leads to self-sufficiency and a positive place within our community.” If interested, please fill out the on-line application and submit.  For more information on the Agency, go to their website:  www.nfcaa.org

Clay County Park-N-Ride Project
The Jacksonville Transportation Authority (JTA) in partnership with Clay County is working to build a new Park-n-Ride facility for commuter express buses and future commuter rail. As a part of the project, JTA is using federal stimulus dollars to design and construct the facility, which will be located at the intersection of County Road 220 and Sleepy Hollow Road.

The purpose of this meeting is to provide information and seek public comments about the Clay County Park-n-Ride project.

Rabies Alert
Nancy Mills, the Administrator of the Clay County Health Department, has issued a rabies alert for the Orange Park area south of I-295 to Kingsley Avenue.  This is in response to a fox that recently tested positive for rabies. There is one case of human exposure that is currently undergoing rabies post exposure shots.   Residents and visitors in Clay County should be aware that rabies is present in the wild animal population.  Domestic animals are at risk if not vaccinated.  The public is asked to maintain a heightened awareness that rabies is active in Clay County.  Alerts are designed to increase awareness to the public. This alert should not give a false sense of security to areas that have not been named under this alert. This recent rabies alert is for 60 days beginning on August 11, 2010.  

An animal with rabies could infect other wild animals or domestic animals that have not been vaccinated against rabies. All domestic animals should be vaccinated against rabies and all wildlife contact should be avoided, particularly raccoons, bats, foxes, skunks, otters, bobcats and coyotes.  

Rabies is a disease of the nervous system and is fatal to warm blooded animals and humans. The only treatment for human exposure to rabies is rabies specific immune globulin and rabies immunization. Appropriate treatment started soon after the exposure, will protect an exposed person from the disease. The following advice is issued:

  • All pets should have current rabies immunizations
  • Secure outside garbage in covered containers to avoid attracting wild animals
  • Do not leave pet food outside. This also attracts other animals
  • For questions regarding the health of an animal, contact a veterinarian
  • Veterinarian staff and animal control staff should be alert for animals encountered with signs suspicious for rabies and use appropriate precautions, especially when working with unvaccinated animals
  • Persons who have been bitten or scratched by wild or domestic animals should seek medical attention and report the injury to the Clay County Animal Control at 904-269-6342.
  • Rabies is preventable when treatment is provided in a timely manner
  • Avoid contact with all wildlife, especially raccoons, bats, and foxes
  • No animal is too young to have rabies

Housing Partnership Offers Weatherization Assistance Program in Clay County
Clay County, FL -- Serving as the nation’s core program for delivering energy efficiency services to low-income households, the Florida Department of Energy and the Housing Partnership of Northeast Florida provides permanent solutions to reduce the energy burden on low-income families by installing cost-effective, energy efficiency materials and services at no cost to homeowners who are income eligible.

The Weatherization Assistance Program prioritizes services to the elderly, persons with disabilities, and households with children. Weatherization helps homeowners conserve energy and reduce costs for heating, cooling and electricity.

Types of weatherization services include attic insulation, roof coating for mobile homes, weather stripping or replacing doors, caulking and sealing air leaks, installing solar window screens, testing refrigerators and water heaters for energy usage, tune up and repairs for heating and cooling systems, and energy saving tips and ideas on how the home can save energy due to weatherization work.

This mission of the Housing Partnership is to facilitate community development by offering a range of services that expands safe, affordable housing for low and moderate-income families and improves the quality of life in Northeast Florida.

MSBU
Clay County is now considering the creation of Municipal Service Benefit Units (MSBUs) to fund the paving of publicly maintained graded roads, the paving of privately maintained graded roads, and to perpetually fund the maintenance of privately maintained graded roads. An MSBU is a fee that is placed on the property tax bill for all of the properties that derive a benefit from the services paid for through that fee. All of the costs associated with the improvements must be borne by the MSBU – the County does not share in these costs. If you are interested in being part of an MSBU that will perform one of these services, please review the MSBU Policy document that is available for download on the front page of the County’s website for information on what must be done to create an MSBU.

CR 214 Improvements
County Road 214 in Keystone Heights, from State Road 100 to County Road 315, will be resurfaced and widened to provide a two-foot paved shoulder on both sides of the road. To accommodate the widening of the pavement, five drainage pipes that run under the roadway will be extended to meet current safety standards.  One lane in either direction will be closed Monday through Friday between 7 a.m. and 6 p.m., and lane closures will be limited to two miles in length.  Mailboxes will be removed and relocated. Library Board of Trustees
The Library Board of Trustees (LBT) is seeking several individuals interested in volunteering their service as a member. There are two At-Large vacancies; one for Penney Farms, and the other for Keystone Heights. The LBT is an advisory board with no power to commit the County to any policies, or to incur any financial obligation, or to create a liability on behalf of the County.

BCC Seeks Volunteers for Planning District Citizens Advisory Committees (CAC)
Clay County is geographically divided into seven planning districts: 1) Doctor's Inlet/Ridgewood; 2) Fleming Island; 3) Green Cove Springs; 4) Keystone Heights; 5) Middleburg/Clay Hill; 6) Orange Park and 7) Penney Farms/Lake Asbury. The Board of County Commissioners and Clay County Planning Commission are currently seeking six to ten volunteers for openings on Citizen Advisory Committees (CAC) for six of the seven districts listed above. The Fleming Island CAC currently has full membership. Clay County Division of Engineering Lane Closures

There are no anticipated lane closures for the week of September 5th thru September 11th, 2010.

FDOT Lane Closures
August 21 thru August 27

U.S. 17/Doctors Inlet Bridge widening between Milwaukee Avenue and Creighton Road (Clay County) Single northbound lanes may be closed from 7 p.m. to 5 a.m. and single southbound lanes will be closed from 8 p.m. to 6 a.m. nightly from Monday, August 23 through Friday, August 27. The estimated completion time for opening all lanes of traffic on the bridge is in August or early September.  

C.R. 209 bridge replacement project over Black Creek (Clay County) Lane closings cannot occur between 3:30 p.m. and 6:30 p.m. Lanes will be closed at various times of the day, and two-way traffic will be maintained using flaggers. This project should be finished in the fall of 2011.  

S.R. 21 widening project between Old Jennings Road and Knight Boxx Road (Clay County) No lane closings are scheduled for next week. This project is scheduled to be finished in the spring of 2011.  

S.R. 23 overpass construction at Plantation Oaks Boulevard (Clay County) No lane closings are scheduled for next week. Detour signs will be posted. The new bridge should open in late September.   

S.R. 16 resurfacing between the Shands Bridge and U.S. 17 One lane may be closed nightly in both directions between 7 p.m. and 5 a.m., Sunday through Thursday. This project will be finished in late 2010.
