Clay County Evaluation and Appraisal Report (EAR)

The purpose of the Evaluation and Appraisal Report (EAR) is to assess how well the Comprehensive Plan is serving the County.  The Planning Division, with assistance from the consultants at Prosser, are currently reviewing the Goals, Objectives and Policies of each element of the Comprehensive Plan.  Beyond identifying any deficiencies, the EAR will offer recommendations for policy revisions.

This assessment process is required every seven years and is an opportune time to reach out to the community to identify current issues of significance.  Community Workshops were held in January and February within each of the Planning Districts.  A second round of Workshops to discuss the results of the first round of workshops and to refine the list of issues developed in those workshops, are being held in April.  For information about upcoming workshops and other public meetings please click here.

Clay County has seven planning districts that differ slightly from each other and have unique concerns.  The first set of workshops helped us to see those more area-specific concerns in addition to some common issues shared throughout the County.  The second round of workshops will focus on the common issues for which policy revisions will be recommended.  Comments from all workshops will be included in the EAR document.

In addition to Workshops, an online survey has been created to collect community views on housing, jobs, transportation and neighborhoods.  The results of the survey will also be included in the EAR document.  To access the online survey click here.

In late summer, we anticipate presenting the findings of the EAR document and policy revisions to the Planning Commission and Board of County Commissioners for their comments.  These meetings will be open to the public and listed here.  The final document and policies will be submitted to the State by October 1st.
