Evaluation and Appraisal Report (EAR)

In accordance with Section 163.3191, F.S. “at least once every 7 years, each local government shall evaluate its comprehensive plan to determine if plan amendments are necessary to reflect changes in state requirements in this part since the last update of the comprehensive plan.”  This statute further encourages local governments “to comprehensively evaluate and, as necessary, update comprehensive plans to reflect changes in local conditions”.   

In addition to addressing statutory changes, the purpose of the Evaluation and Appraisal Report (EAR) is to assess how well the Comprehensive Plan is serving the County by determining any deficiencies in the Plan and recommending changes to the Goals, Objectives or Policies, and identifying major issues affecting the County that should be addressed by revisions to the Plan.  Please click on the links below for more information and to complete our survey.

Road Impact Fees Moratorium

The Board of County Commissioners has extended the moratorium on the collection of the road impact fees. The Board is currently seeking proposals for an impact fee study.      


The Planning and Zoning Division is responsible for the Long Range and Current Planning functions of Clay County government. The Division’s mission is to provide for planned and orderly growth while improving the quality of life for County residents. To achieve that mission, Clay County has adopted through the public hearing process numerous plans and codes to guide the growth and development throughout the County.

The Planning Section of the Division focuses upon long range planning for Clay County. The Clay County Comprehensive Plan and companion Master Plans for Branan Field and Lake Asbury, which delineate future land uses and the address the provision of infrastructure, are the primary documents administered by the Division’s Planning Section. The Section also administers the Currency Management System, manages the impact fee system, and reviews applications for amendments to the Comprehensive Plan. The Planning Section performs transportation planning activities and represents the County on the Technical Coordinating Committee and Bicycle/Pedestrian Committee of the Northeast Florida Transportation Planning Organization for the Jacksonville Urbanized Area.
