Solicitation of Public Comments on the 2009 Clay County Local Mitigation Strategy Draft
In the spring of 1998, the Florida Department of Community Affairs (DCA) initiated a program to assist local governments in developing plans to reduce or eliminate risks to people and property from natural and man-made hazards. This program is known as the Local Mitigation Strategy or the LMS.

Hazard mitigation has gained increased attention over the past few years due to the large number of natural hazards which have occurred in the U.S and the rapid rise in the costs associated with post-disaster recovery. It has become apparent that funds spent prior to a hazardous event to reduce the impacts of a disaster can result in substantial savings in life and property following the event. As a result, the Federal Emergency Management Agency (FEMA) and the State of Florida have recently developed, respectively, National and State Mitigation Strategies. Funding has become increasingly more available at the state and local levels to help support hazard mitigation efforts.

Developing an LMS program can have many advantages including guidance in developing pre and post mitigation plans; identifying priority projects and programs for funding; and increasing the likelihood of state and federal funding for pre and post hazard mitigation projects. The purpose of this document is to explicitly identify and list the natural hazards, vulnerabilities, and risks associated with Clay County and its jurisdictions of the City of Green Cove Springs, the Town of Orange Park the City of Keystone Heights, and the Town of Penney Farms, as well as to develop a plan of possible solutions to prevent and lessen their effects in a community-driven, living document that reflects this goal of mitigating hazards.

The documents listed below make up the 2009 Draft Update for the Clay County Local Mitigation Strategy. Each section was first reviewed and analyzed by a core Planning Team. Customer Service Standards in Florida
The Florida Legislature passed the Consumer Choice Act of 2007 which vests the authority for cable customer service complaints with the Department of Agriculture and Consumer Services in Tallahassee starting July 1, 2009.

Previously, local municipalities and counties may have had an office or department dedicated to cable or video service customer complaints. However, as of July 1, 2009, the Department of Agriculture and Consumer Services now has the sole authority to respond to all cable or video service customer complaints under Sec. 610.108 of the Florida Statutes.

Comcast will send the following notice to their customers to make them aware of this change:

Flood Control: Sandbag Distribution and Use
The BCC only opens its sandbag distribution sites in anticipation of continuous and extended heavy rainfall events where severe, widespread flooding may occur. Call Public Works at (904) 284-6335 to determine if sandbags are being issued. Depending on the event and the inventory of sandbags available for protecting private property, the number of sandbags issued per resident or business owner may be limited. Repair Assistance for Storm/Flood Victims
If you have sustained damage to your owner occupied home due to the recent rains, you may be eligible for repair assistance through the Clay County SHIP Program. Please contact the SHIP Office at (904) 278-4700 to find out if you qualify.

Library Board of Trustees
The Library Board of Trustees (LBT) is seeking several individuals interested in volunteering their service as a member for District 2 effective October 1, 2009. There are two At-Large vacancies; one for Penney Farms, and the other for Keystone Heights. The LBT is an advisory board with no power to commit the County to any policies, or to incur any financial obligation, or to create a liability on behalf of the County.

St. John's River Water Management District (SJRWMD) New Landscape Irrigation Rules
The SJRWMD has amended the landscape irrigation rules. The new watering regulations limit landscape irrigation to no more than two days a week during daylight saving time and no more than one day a week during Eastern Standard Time. Further changes include a watering schedule based on odd/even/no address system; no watering between 10:00 AM and 4:00 PM; limits of three-quarters of an inch of water per zone per scheduled irrigation day and no more than one hour per irrigation zone per scheduled irrigation day. North Florida Transportation Planning Organization Citizen Advisory Committee
The Citizens Advisory Committee (CAC) provides an opportunity for citizens to participate in the transportation planning process and bring issues directly related to transportation or air quality to the TPO and its staff. Its membership is diverse and appointed via a number of channels including the six Citizens Planning Advisory Committees for the City of Jacksonville, the Clay, Nassau and St. Johns Boards of County Commissioners and from local neighborhood groups, the business community and other special interest groups, such as environmental organizations. The CAC meets the first Wednesday monthly, except January and July, at 6:00 p.m. Currently, there is a vacant At-Large membership for Clay County. If you are interested, please submit your application accordingly.

BCC Seeks Volunteers for Planning District Citizens Advisory Committees (CAC)
Clay County is geographically divided into seven planning districts: 1) Doctor's Inlet/Ridgewood; 2) Fleming Island; 3) Green Cove Springs; 4) Keystone Heights; 5) Middleburg/Clay Hill; 6) Orange Park and 7) Penney Farms. The Board of County Commissioners and Clay County Planning Commission are currently seeking six to ten volunteers for openings on Citizen Advisory Committees (CAC) for six of the seven districts listed above. The Fleming Island CAC currently has full membership. If you are interested in participating in the county comprehensive growth management plan for the district in which you reside, please submit your application on-line by clicking the above link.

Citizen Advisory Boards
Clay County offers a wide variety of voluntary citizen Advisory Boards that enable citizens to get involved in their community. The goal of the boards and committees is to ensure that Clay County continues to grow economically and that our communities continue to prosper. If interested, you may submit our online application.

Clay County Division of Engineering Lane Closures
Week of November 15, 2009 to November 21, 2009

CR 220 Road Improvements – Starting November 16, 2009, from 9 A.M. to 4 P.M., Monday thru Friday, periodic lane closures will be in effect on CR 220, between Knight Boxx Road and College Drive. Traffic will be controlled by Flagman. Expect moderate delays during these hours.

CR 315B & CR 209 (Russell RD) Intersection Improvements – Starting November 16, 2009, from 9 A.M. to 4 P.M., Monday thru Friday, lane closures will be in effect on CR 209 and on CR 315B, adjacent to CSX’s tracks. Traffic will be controlled by Flagman. Expect moderate delays during these hours.

Unforeseen construction circumstances or inclement weather could delay or postpone activities and estimated completion dates on this list.  This list is subject to change.  Remember to wear your seat belt and drive safely.

FDOT Lane Closures
November 14 through November 20

Blanding Boulevard resurfacing from the Duval County line and Kingsley Avenue (Clay County)
Single lanes will be closed in both directions from Sunday, November 15 through Saturday, November 21 between 9:30 p.m. and 5:30 a.m. nightly. The project should finish this fall.

U.S. 17/Doctors Inlet Bridge widening between Milwaukee Avenue and Creighton Road (Clay County)
Single southbound lane closings are scheduled to be closed from Sunday, November 15 through Saturday, November 21 from 8 p.m. to 6 a.m. and single northbound lanes will be closed during the same dates from 7 p.m. to 5 a.m. Lanes also may be closed during the day in both directions on Saturday, November 21. The estimated completion time for this project is the winter of 2010.

U.S. 17 resurfacing between C.R. 220 and Creighton Road (Clay County)
Night lane closings are scheduled from Sunday, November 15 through Saturday, November 21. Northbound lane closings will occur from 7:30 p.m. to 5:30 a.m., and southbound lane closings will occur from 8 p.m. to 7:30 a.m. This project is scheduled to be finished in the winter of 2009.

Black Creek Bridge replacement project on S.R. 21 in Middleburg (Clay County)
Single lane closings in both directions may occur between 8 p.m. and 6 a.m. from Monday, November 16 through Friday, November 20. This project should be finished in the spring of 2010.

C.R. 209 bridge replacement project over Black Creek (Clay County)
Single lanes will be closed daily (Monday through Friday) between 7 a.m. and 3:30 p.m. Two-way traffic will be maintained using flaggers.

S.R. 21 widening project between Old Jennings Road and Knight Boxx Road (Clay County)
Lanes are scheduled to be closed next from Monday, November 16 through Friday, November 20. Northbound lane closings can occur from 10 a.m. to 5 p.m., and southbound lane closings can occur from 8 a.m. to 2 p.m. This project is scheduled to be finished in the spring of 2011.

Peoria Road (C.R. 224A) road widening project from College Drive to Moody Avenue (Clay County)
Daytime lane closings are scheduled for next week. The project should be finished in the late fall.

S.R. 23 resurfacing project between Old Jennings Road and Kindlewood Drive (Clay County)
Single lanes may be closed on various nights next week (Monday through Friday) between 8 p.m. and 6 a.m. Two-way traffic will be maintained without detours. This project should be finished in early 2010.

S.R. 23 overpass construction at Plantation Oaks (Clay County)
One northbound turn lane on S.R. 23 will be closed daily between 8 a.m. and 3:30 p.m. on Wednesday, November 18 and Thursday, November 19 for construction activities. The project is scheduled to be finished in the winter of 2010.
