Acting Fire Chief David Motes brings over 39 years of dedicated service to Clay County. Born into a Navy family in Portsmouth, Virginia, Chief Motes experienced various regions of the United States before his family settled in Florida. Growing up in Lake Asbury in the early 1970s, Chief Motes developed a passion for firefighting, becoming a State-Certified Firefighter while attending Middleburg High School. His journey began as a Volunteer Firefighter in Lake Asbury, setting the foundation for his illustrious career.
Chief Motes pursued higher education, earning an Associate's Degree in Fire and EMS, a bachelor's Degree in Public Administration from Flagler College, and a Master's in Public Administration from Barry University. Throughout his career, Chief Motes acquired numerous certifications in Fire Rescue Service, including Fire Instructor, Fire Inspector, and Company Officer. His expertise extends to Technical Rescue, Haz-Mat, advanced emergency medical programs, tactical medicine, and emergency management. Additionally, Chief Motes holds a Florida Certified General Contractor license and has extensive training in building construction.
Beginning his career at Ambulance Service Inc., Chief Motes gained invaluable experience while obtaining his paramedic license in 1988. His journey led him to St. Johns County before ultimately joining Clay County's career system in June 1988, serving in Keystone Heights. Notably, Chief Motes rose through the ranks from Volunteer Firefighter to Fire Chief in Lake Asbury before it transitioned to a career fire station under Clay County's administration.
Throughout his tenure in Clay County, Chief Motes demonstrated his leadership abilities. He was eventually promoted to Battalion Chief and appointed Deputy Chief of Operations for Public Safety in 2008. Additionally, he served with distinction as a paramedic with the Clay County Sheriff's Office Special Weapons and Tactics Team (SWAT), contributing over 15 years to law enforcement efforts in the county.
Since December 2018, Chief Motes has served as the Acting Fire Chief / Assistant County Manager of Public Safety, overseeing a diverse range of operations within the largest Department directly under the Board of County Commissioners/County Manager. Public Safety, an all-hazards agency, encompasses about 300 sworn and civilian personnel, including Operations, Administrative Services, and Public Safety Administration headquartered at the Clay County Emergency Operations Center.
Beyond his professional endeavors, Chief Motes's most significant commitments lie with his faith and family, including his wife, Terry, and their four children, Allison, Alexis, Dalton, and Ethan.
