The Transparency in Coverage final rules require non-grandfathered group health plans and health insurance issuers offering non-grandfathered coverage in the group and individual markets to disclose on public website information regarding:
- In-network negotiated rates for covered items and services
- Out-of-network allowed amounts and billed charges for covered items and services
As of July 1, 2022, these machine-readable files (MRFs) must be made “publicly available and accessible to any person free of charge and without conditions, such as the establishment of a user account, password, or other credentials, or submission of personally identifiable information (PII) to access the file” and must be updated every month. The website where these MRFs reside is the Florida Blue members website.
This notification informs Clay County Board of County Commissioner (CCBOCC) employees that your medical plans are considered creditable. This document attached is prepared to meet Federal requirements as part of offering health and welfare benefits to our employees. The information in the document summarizes what you need to know regarding Medicare and having a creditable plan through CCBOCC.
Why is creditable coverage important?
Making sure you have creditable coverage is essential. If you fail to enroll in Medicare Part D when you first become eligible or if you drop or lose your creditable coverage and don’t join a Medicare drug plan within 63 continuous days after your creditable coverage ends, you may pay a higher premium (a penalty) to join a Medicare drug plan later, which can only be done during Open Enrollment, typically from October 15th through December 7th of each year.
What is considered creditable coverage?
Under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (Medicare Part D), prescription drug coverage is considered creditable if the amount the plan expects to pay on average for prescription drugs for individuals covered by the plan in the applicable year for which the disclosure notice is being provided is the same or more than what standard Medicare prescription drug coverage would be expected to pay on average. If the prescription drug coverage does not meet these standards, it is considered non-creditable.
We have determined with Florida Blue that all Clay County Board of County Commissioner medical plans are creditable.
