Temporary Events/Sales/Zoning Confirmation/Temporary Sign/Tent Permit
Within the BSC Zoning District, TES may be permitted as long as the Planning and Zoning Division approves them before the event. If an applicant chooses to hold a temporary event or sale, then they must comply with the following:
- Be zoned BSC
- Obtain and Complete a TES Zoning Application
- Determine if a Temporary Sign(s) will be Used
- Determine if a Tent Permit will be Needed
- File the Application
- Pay all Relevant Fees
Step 1. Zoning Confirmation
In advance, you may contact the Clay County Planning and Zoning Division to confirm that the zoning allows for TES. They may be contacted by phone at (904) 278-4705 or by email at y clay.zoning@claycountygov.com
Once it has been determined that the zoning allows for the event or sale, you must determine what else will be part of the event by
location, any structures, i.e., tents, signage, and operational hours. This will assist you in filing the applications and or obtaining permits.
Step 2. Application and Permitting
To hold an event or sale, the following applications will have to be processed by Clay County:
- TES Zoning Confirmation Application / Temporary Sign Permit*
- Tent Permit**
- * If the applicant has temporary signs, please note the requirements below.

Applications may be downloaded above.
Along with the TES Zoning Application, you will need to include a site plan showing the location and scale of the TES, temporary sign plans if applicable, and the fee of $25.00 + $30.00 for each temporary sign. Checks are made payable to CCBOCC—checks or Cash only now.
When completed, you will begin by filing the TES Zoning Application and site plan with the Planning and Zoning Division located at:
Clay County Administration Building, 477 Houston Street, 3rd Floor, Green Cove Springs, FL 32043
Once approved, the applicant will proceed with any additional permitting that may be required.
Tent Permits
If the applicant is going to have a tent, a tent permit must be obtained and filed with the Clay County Building Division. The Public Safety Depart will process the permit and inspect the tent.
The Building Division is located across from Planning and Zoning Division.

Temporary Sign Requirements
Temporary special event signs as approved by the director as meeting the following content-neutral criteria:
(1) The signs are temporary signs for a limited time and frequency,
(2) The signs are for a special event as defined herein,
(3) The temporary signs will not exceed six square feet in size and a maximum height of four feet in residential districts and shall not exceed thirty-two square feet in size and a maximum height of eight feet in nonresidential districts,
(4) The temporary signs will not conceal or obstruct adjacent land uses or signs,
(5) The temporary signs will not conflict with the principal permitted use of the site or adjoining sites,
(6) The temporary signs will not interfere with, obstruct the vision of, or distract motorists, bicyclists, or pedestrians,
(7) The temporary signs will be installed and maintained safely,
(8) The temporary signs shall maintain a five-foot setback from all property lines and must be located outside of any traveled way or sight visibility triangle, and
(9) The display of temporary signs for a special event shall not begin any earlier than one week before the event and shall be removed within two business days after the event; however, if the special event is (i) for a period of seven days or more and (ii) planned for more than 50,000 attendees, then the temporary signs may be displayed thirty days before the commencement of the event and shall be removed within seven days after the event.
