All new non-residential projects classified as a Major Development, per Article II of the Clay County Land Development Code, are subject to development review. Development review for non-residential projects consists of 4 plan review elements: Development Review Committee Review, Preliminary Plan Review, Final Plan Review and Building Permit Review. The following will outline each element.
Development Review Committee (DRC)
The Development Review Committee (DRC) is the beginning step for all non-residential development. The DRC consists of various County and State agencies that review and offer feedback. The DRC is intended to be a conceptual review of any proposed development so that the applicant may become familiar with County policies, procedures and regulations. The DRC meets every Thursday at 10:00 on the 3rd floor of the Clay County Administration Building. Generally the meeting is held in the Planning & Zoning Conference room. Any applicant ready to submit for DRC review will need to submit the following materials to the Department of Development Services ten (10) days prior to the meeting:
1. Three (3) paper copies of a project written statement and one digital copy in .PDF format (you may include this with the conceptual site plan disk)
2. A written statement is required which provides a summary of the project including the owner’s name, name of the project, number of acres, density or intensity of use, zoning, number of parking spaces, utility service, etc. An example of the Written Statement showing the preferred format is included in this document.
3. DRC review fee of $ 250.00
Checks should be made payable to the CCBOCC Municipal Service Fund All personal checks require driver license number and date of birth.
Preliminary Site Plan Review
Once the project has been reviewed and commented on by the DRC, the applicant is required to submit eight (8) fully engineered civil site plans to the Department of Development Services incorporating the findings of the DRC and general County code requirements. The plans, at a minimum, shall have a cover sheet showing the project name, location and contact information, site geometry plan, site drainage plan, drainage calculations, erosion control plan, landscaping, site utility plan, construction details, etc. The following is required for plan submission:
1. Six (6) sets of civil site plans with the aforementioned elements.
2. Six (6) copies of the written statement for the project.
3. County provided Development Review Submittal Form.
4. One (1) set of preliminary drainage calculations.
5. Plan review fee:
- Less than 1 acre $500.00
- 1 to 5 acres $750.00
- Greater than 5 acres $1000.00
6. One (1) electronic copy in .pdf and .dwg format

Once submitted, the County staff shall review the plans for consistency with Clay County and other pertinent codes. The staff shall have, at a minimum, fifteen (15) working days to review the project and offer feedback. The feedback provided will be reflected on the applicant’s final plans for approval.

Final Site Plan Approval
When the preliminary plan review is complete, the applicant is required to submit for final plan approval. Final site plan approval is the culmination of the site plan review process. These plans are required in order to obtain a building permit. The applicant will submit the determined amount of plans from county staff to the Department of Development Services for approval. These plans will reflect comments made through the DRC and preliminary site plan review process. The applicant shall submit the following::
1. Number of signed and sealed plans determined by county staff final site plans.
2. 1 copy of signed and sealed drainage calculations.
3. A letter identifying each issue resulting from the preliminary site review and how it was addressed.
4. County provided Development Review Submittal Form
5. Public Safety Fee $50.00 (if applicable)
6. 1 electronic copy of plans in .PDF and .DWG format
* From time to time 9 sets may not be required. The exact number to resubmit will be made available to the applicant during the comment stage at preliminary review.
Once received, the county staff will have a minimum of five (5) working days to check the plans for consistency with the regulations. If there are no objections, the plans shall be deemed approved and the applicant shall be notified in writing. If the plans are found to be inconsistent, the applicant will be informed as such and be required to resubmit again for final approval. If approved, the applicant shall have one year to file for a building permit. Approved plans are good for a period of one (1) year. If that date lapses, the applicant shall be required to repeat the development review process in its entirety.
Post Final Plan Approval Revisions
After the construction plans are approved and the project is under construction it is understood that things may change due to various field and unforeseen conditions. If the approved plans are to be revised, the applicant shall be required to submit the following for approval.
1. Three (3) sets of signed and sealed revised plans.
2. A letter identifying what the revision is and its purpose.
3. The revised plan shall use revision clouds to note the revision and numbered revision triangles noting the revision number.
4. Fee of $ 150.00 per each revision submitted.
5. If changes require a Public Safety review, a fee of $50.00 is required
6. 1 electronic copy in .PDF and .DWG format.
After receipt of these items the county shall have a minimum of five (5) working days to approve the revision. The applicant will be notified, in writing, once the revision has been approved.
Building Plan Review
Once the site plan process is complete, the applicant shall be required to attend a mandatory pre-construction meeting held by the Engineering Division. This meeting will familiarize the applicant with site inspection procedures and provide a verification letter that is required in order to obtain a building permit. This review may run concurrent with the site plan review.
When applying for a building plan review, the following shall be submitted to the Clay County Building Division::
1. Two (2) sets of building plans including architectural, structural, mechanical, electrical, plumbing and energy calculations.
2. Fees based on the following:

Once the building plans & fees are received, the Building Division and Public Safety Department staff shall check for compliance with the appropriate codes. Once approved, the applicant may submit an application for a building permit to the Clay County Building Division located at the Clay County Administration Building, 477 Houston Street, 3rd Floor, Green Cove Springs, FL 32043.
Please note that before any permit can be issued a pre-construction meeting must be held with the Engineering Division and a copy of the verification form for that meeting will need to be provided to the Building Division along with the rest of the permit package.

Clay County GIS Department Digital Submission for Construction Plan and As-Built Files
Software Applications:
The currently accepted software platforms are AutoCAD 2004 (DWG) or latter, Microstation 2005 (DXF) or latter, ESRI ArcMap 9.1 or latter (shape).
Both Compact Disk (CD) and Digital Video Disk (DVD) are acceptable media.
Feature Requirement:
It is highly recommended to provide each required feature in a separate layer no XREF file. Drawing features shall include layer names as indicated below in Appendix. Features other than those thematically defined by the individual layer name/description shall not be included in that layer. Systems using numbered levels, such as Microstation, include a conversion table in the .dxf file creation process that can be used to specify named layers. No annotation shall be included in any feature layer and no feature shall be included in any annotation layer. Annotation for each layer shall be placed in annotation layers as specified in Appendix A. No polylines or annotation shall be stored in blocks. Explode all blocks that do exist. (Block references migrate to GIS as a single point at the block’s insertion point.)
All points shall be stored as "POINT" or "BLOCK REFERENCE" (can’t be softdesk point or aecc_point or any other feature type). Closure is critical in converting CAD elements to GIS features. If appropriate ( i.e. parcel boundaries, subdivision boundary, etc.), all polygonal features shall be ‘snapped’ closed. Additional layers (not identified in Appendix A) may utilize any open layer as long as it meets the Feature requirement.
