First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in spring 2025.
- County Road 15A south of Green Cove Springs- Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
- County Road 209 from U.S. 17 to Bayard Road (Virginia Village) - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
- Springbank Road just south of State Road 16 - Daytime lane closures with flaggers weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
- State Road 16 west of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 11 p.m. to 5 a.m. for overpass work.
- US 17 South of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction on this $229 million project began in March 2019 and is expected to be completed in spring 2025.
- Henley Road between Caleb Court and Lake Asbury Drive- Henley Road will close between Caleb Court and Lake Asbury Drive at 11:59 p.m. Thursday, November 14, and reopen by 5 a.m. Friday, November 15 for mast arm installation. During the closure, drivers will detour via Russell Road and Sandridge Road.
Knight Boxx Road (Lakeside) – Anticipate daytime/nighttime lane closures and lane shifts on Knight Boxx Road from State Road 21 to the entrance to Winn Dixie beginning the week of November 18 for road improvements and milling and resurfacing work. The project is estimated to take two weeks to complete, weather permitting.
Melrose Road closure (Melrose) – On July 1, 2024, a 1.25-mile portion of Melrose Road from State Road 21 to approximately 1,800 feet southwest of Lilly Lake Road was permanently closed to all traffic. Road closure signs are posted at SR 21 and 0.3 miles southwest of Lilly Lake Road.
Moody Avenue detour and repairs (Orange Park)
November 8, 2024- The area has been excavated and all damaged structures have been removed. New drainage structures are expected to be delivered on November 12 for installation.
October 24, 2024- Drainage system repairs begin Tuesday, October 29 on Moody Avenue between Connie Circle and Meadow Drive to repair the box culvert damaged by excessive rainfall and rendering the roads unsafe. Work is anticipated to take 90 days to complete, weather permitting. A 1.6-mile detour is in place.
September 16, 2024 - Excessive rainfall caused damage to a box culvert on Moody Avenue between Connie Circle and Meadow Drive, and caused the road to be unsafe. A 1.6-mile detour is in place. The project is anticipated to begin within the next two weeks, and the contractor will have 90 days to complete the work.
- Northbound traffic: The detour will begin at Connie Circle. Drivers will make a right turn on to Dennis Dr., a left turn on to Moody Ave., a right turn on to Londonderry Dr., a right turn onto SR 21, a right turn onto Meadow Dr., then a left turn onto Moody Ave.
- Southbound traffic: The detour will begin at Meadow Dr. Drivers will make a right turn onto Meadow Dr., a left turn onto SR21, a left turn onto Londonderry Dr., then a right turn onto Moody Ave.
U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –FDOT is completing its second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is anticipated to be completed in late 2024.
- Daytime lane closures weekdays from 7 a.m. to 5 p.m. for road work.
Construction operations for the U.S. 301 Asphalt Test Road project in Clay County are nearly complete. Drivers will be able to access Florida’s first, newly built asphalt test road the morning of Sept. 18, weather and unforeseen circumstances permitting.
A true corridor of innovation and the first of its kind in Florida, the purpose of the asphalt test road is to provide insight into FDOT’s current asphalt pavement design practices and study the performance of new pavement materials to improve future design of state roadways. Drivers who access the asphalt test road will be helping to improve sustainability and longevity in Florida’s road infrastructure planning processes by supplementing real-driver data.
The asphalt test road is located parallel to the existing U.S. 301 southbound lanes from County Road 218 to Richard Mosely Road (approximately 2.5 miles). U.S. 301 southbound drivers will be shifted onto the test road just after County Road 218 and reconnect with existing U.S. 301 southbound lanes at the end of the road.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project #6B (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Work is anticipated to be completed in 2025.
June 27, 2024- Anticipate intermittent, daytime single-lane closures throughout the construction zone.
April 16, 2024- On April 18th work zone traffic will be shifted west to temporary pavement near the intersection of County Road 315 for utility work.
March 8, 2024- A temporary traffic signal is in place and drivers can expect daytime traffic delays seven days per week for the transfer of fill from one side of County Road 315 to the other side.
February 12, 2024- Crews will be performing utility location work on County Road 315 at County Road 315B on Monday, February 19. Anticipate single-lane closures between 8 am and 5 pm.
January 26, 2024- Crews will be installing a temporary traffic signal and drivers can expect daytime, intermittent delays beginning on February 8 for the transfer of fill from one side of County Road 315 to the other side. The contractor will be managing school bus and emergency vehicle traffic during the work.
January 5, 2024- Construction will resume on January 24th. Ongoing activities include pile driving, pond excavation, and the installation of box culverts, cross drains, and head walls.
November- 7, 2023- Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, fill placement, and pile driving.
October 13, 2023-Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, and pile driving.
Previous update-
Crews will start construction on a 3.3-mile new road that will run from the First Coast Expressway to County Road 315 on Monday, July 24th. This project will not impact traffic.
This east-west route will include a bridge over wetland areas and will connect to another new road being built from the First Coast Expressway to Shadowlawn Elementary on County Road 218. This new road will be called Cathedral Oak Parkway, and we expect it to be completed in 2025.
County Road 209, Bonded Transportation Program projects (Lake Asbury)
BTP project #2, CR 209 from Peters Creek Bridge south to US 17- Work is underway to widen the 1.1-mile stretch of roadway from 2 lanes to 4 on County Road 209 from Peters Creek Bridge south to US 17. The project includes adding a median, turn lane, curb, gutters, sidewalks, and bike lanes. Preliminary clearing and grubbing work on the west side of Russell Road began on March 1. Work is anticipated to be completed in the spring of 2026.
- October 10, 2024- A road closure and detour began on September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to County Road US Highway 17. A temporary traffic signal and turn lane will be in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible. Work is anticipated to take up to 12 weeks to complete.
- August 15, 2024- Crews began reconstruction work to establish a new turn lane and traffic signal at the intersection of County Road 315 and County Road 315B the week of August 5. Crews will be resurfacing the roadway around this intersection September 2-8. Anticipate daily, intermittent lane closures beginning at 9:30 am for approximately six weeks. Watch for flaggers.
- August 9, 2024- A road closure and detour begins September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to US Hwy 17. - August 2, 2024- Crews will begin reconstruction work to establish a new turn lane at the intersection of County Road 315 and County Road 315B the week of August 5. Anticipate daily, intermittent lane closures for the next six weeks. Lane closures will begin at 7 a.m. prior to the start of school and at 9:30 a.m. once school is back in session.
- July 10, 2024- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, July 20 from 7 a.m. to 4 p.m. During construction, drivers will be detoured on County Road 315.
- June 27, 2024- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work.
- June 21, 2024-There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 29. During construction, drivers will be detoured on County Road 315 to the south.
- June 11, 2024- Anticipate daily, single-lane closures from 7 a.m. to 5:30 p.m. on the east side of County Road 209 from the railroad tracks to Peters Creek Bridge beginning June 19. Work will take about two weeks to complete.
- May 31, 2024- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 22. Drivers will be detoured on County Road 315 to the south while crews set up for drainage system installation.
- May 3, 2024- Construction begins on May 13th with drainage pipe installation throughout the project area. Anticipate daily, single-lane closures and watch for flaggers. Please slow down and use caution around the crews working close to the roadway.
- March 28, 2024- Anticipate daily intermittent, single-lane closures on County Road 209 between the railroad tracks and U.S. 17 for road work. Watch for flaggers. Drivers can also expect trucks entering and exiting the roadway.
- February 27, 2024- Preliminary clearing and grubbing work on the west side of Russell Road begins on March 1 and continues the week of March 4th. Anticipate temporary lane closures from 9 a.m. to 3 p.m. on Russell Road at the intersection of County Road 315 and going northbound. Watch for flaggers.
- January 30, 2024- Preliminary work to install drainage structures and for clearing and grubbing operations begins on February 12. No lane closures will be in place, but motorists can expect trucks entering and leaving the roadway.
- January 5, 2024 - Pond construction and clearing is anticipated to begin in mid-January and motorists can expect single-lane closures and flagging operations once work begins.
- December 15, 2023- Construction is anticipated to begin in early to mid-January and motorists can expect single-lane closures and flagging operations once work begins. Trucks and equipment will also be entering and exiting the work site.
- December 1, 2023 - Land clearing is anticipated to begin in early January and motorists can expect trucks and equipment entering and exiting the work site.
- November 17, 2023- Utility relocation work may begin as early as November 2023, with roadway construction beginning in January 2024.
BTP project #3, CR 209 (Russell Road) from Sandridge Road to Peters Creek Bridge- Redesign the 2-mile stretch of roadway to include operational improvements on County Road 209 at the intersection of CR 209B and CR 739B, Oak Stream Drive and CR 209, and Watkins Road and CR 209.
Anticipate intermittent, single-lane closures on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for the final work on phase 3A of project 3. Construction is ongoing for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area. This project includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in fall 2025.
- October 28, 2024- Expect daytime and evening lane closures with flagmen beginning November 4 for road work on the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Work will take approximately 4 months to complete.
- October 11, 2024- Russel Road at CR209B- Crews are beginning traffic circle construction on Russel Road at County Road 209B. Clearing operations started October 11 and crews are installing underground pipes. Anticipate daily lane closures in this area for the duration of the project. Driver should also expect daytime and evening lane closures with flagmen beginning November 1 for road work. Work will take approximately 4 months to complete.
- September 13, 2024- Anticipate intermittent, single-lane closures on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for the final work on phase 3A of project 3. Construction is ongoing for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project. Please slow down and use caution around the crews working close to the roadway. - August 16, 2024- Anticipate daily, intermittent, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road for road work.
- July 26, 2024- Anticipate daily, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road for road work. Crews will be paving the roadway at Russel Road, Watkins Road, and Oak Stream Drive July 31 through August 2, weather permitting. Anticipate lane shifts and intermittent lane closures beginning each day at 7 a.m. Work will start on Russell Road at CR 209B and move south to Oak Stream Drive. Expect delays. Anticipate lane shifts and temporary lane closures beginning each day at 7 a.m. Expect delays.
- June 27, 2024- Anticipate daily, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road the week of July 29 for road work.
- June 10, 2024- Construction began on June 11 for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project.
- May 23, 2024- The first layer of pavement is complete at Russell Road and Oak Stream Drive and crews anticipate being able to open the Oak Stream Drive access gate on evenings and weekends beginning on May 24. The gate will remain closed and locked on workdays while the project is underway.

May 22, 2024- Anticipate daytime, single-lane closures with flaggers beginning May 28th and continuing for up to one week on Russell Road and Watkins Road. Lane closures are also continuing for an extended period on Russell Road and Oak Stream Drive.

May 7, 2024- Anticipate daytime, single-lane closures with flaggers beginning May 20th and continuing for up to one week on Russell Road from Sandridge Road to County Road 209B. Please slow down and use caution around the crews working close to the roadway.
- April 4, 2024- Anticipate daytime single-lane closures for sidewalk installation on the east side of Russell Road.
- March 28, 2024- Anticipate intermittent lane closures daily for drainage work at Watkins Road.
- March 22, 2024- Crews will be installing drainage pipes at Watkins Road this week. Anticipate single-lane closures and flagging operations on Monday, March 25, from 9 a.m. to 3 p.m.; Tuesday, March 26 from 7 p.m. through Wednesday, March 28 at 6 a.m.; and again, on March 28, from 9 a.m. to 3 p.m.
March 7, 2024- Both travel lanes on Russell Road near Oak Stream drive are open to traffic.
- February 29, 2024-Anticipate daytime single-lane closures on Russell Road at the Oak Stream entrance continuing for up to three weeks to expand the shoulder to set up the permanent MOT for the roadway work. Watch for flaggers. Motorists should expect a 35-mph low-speed zone in the work area.
Access to Oak Stream Drive is closed on Russell Road for major road work, drainage, and sidewalk and crosswalk installation. The closure started on February 12. Residents will need to use the Sandridge Road entrance and exit. Emergency crews have full 24/7 access. The contractor has 180 days to complete the entire project in the area, and that entrance will be closed for a portion of that time frame. We'll update our community when it's back open. While this project was under development and again just before starting the field work County staff discussed this closure with emergency responders, the HOA, and the school district to ensure a smooth process before the project began. This current plan was determined to be the best way to get this project done as quickly and safely as possible.

The contractor has 180 days to complete the entire project in the area, and that entrance will be closed for a portion of that. We’ll have a concrete time frame in the upcoming days, and we’ll release that to our community.
- January 11, 2024- Motorists should expect single-lane closures and a 35-mph low-speed zone in the work area. Access to Oak Stream Drive will be closed on Russell Road beginning February 12, for sidewalk and crosswalk installation. Residents will need to use the Sandridge Road entrance and exit. Emergency crews will have full access. Work will take up to 180 days to complete.
- January 5, 2024 - Road construction is estimated to begin on February 12. The speed limit will be lowered to 35 mph throughout the work zone. Please slow down and use caution around workers.
- December 15, 2023- Construction on the turn lane at Oak Stream Drive is anticipated to begin in early February. Motorists should expect single-lane closures in the work zone and a temporary closure and detour at Oak Stream Drive for sidewalk and crosswalk installation. Emergency crews will have full access.
- December 1, 2023 - This project will be completed in two phases with utility relocation and other preliminary work beginning in January ahead of the construction of the turn lanes at Watkins Road and Oak Stream Drive, and sidewalk work on the east side of the road. The second phase of construction is anticipated to start in summer 2024 and involves roadway realignment and traffic circle construction at the intersection of CR209B, CR209 (Russell Road), and CR739B (Sandridge Road). Motorists should expect daytime, single-lane closures once work begins.
- November 17, 2023- Construction on the fist phase of the project includes adding turn lanes on County Road 209 at Watkins Road and Oak Stream Drive and sidewalk work. Motorists should expect daytime, single-lane closures once work begins. This phase is anticipated to begin after the first of the year with completion by fall 2024.
- October 13, 2023- Phase one construction includes adding turn lanes on Russell Road at Watkins Road and Oak Stream Drive and sidewalk work. Motorists should expect daytime, single-lane closures once work begins.
County Road 218 Cathedral Oak Parkway West (Middleburg) - Work is underway to construct a traffic circle on County Road 218 at the entrance of Shadowlawn Elementary School and extend a connection to the First Coast Expressway. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. Work is estimated to be completed in December 2024. November 14, 2024- The speed limit will be lowered to 25 MPG throughout the work zone for the remainder of the project. Please slow down and respect the safety of our workers.
July 22, 2024- Anticipate daytime, single-lane closures with flaggers near the traffic circle from July 22 through August 2 for grading work.
June 27, 2024- The speed limit is 35 mph throughout the construction zone.
June 21, 2024- The planned detour for this weekend at Cathedral Oaks / CR218 has been cancelled. The contractor was able to build the traffic circle without needing it. It is now in its final configuration and is awaiting the final lift of asphalt
June 5, 2024- There will be a full detour of the traffic circle at CR 218 and Cathedral Oaks from Saturday, June 22 at 7 a.m. until Sunday, June 23 at 5 p.m. Drivers will be detoured using Thunder Road. Emergency vehicles will have full access.
June 3, 2024- Anticipate daily, single-lane closures from 7 a.m. to 5 p.m. on CR 218 at Cathedral Oaks for intersection work this week
May 16, 2024- Anticipate daily lane closures on CR 218 at Cathedral Oaks for paving operations from June 17th to June 20th.
March 11, 2024- Anticipate daytime, single-lane closures Monday through Thursday from 9:30 a.m. to 5:30 p.m. for the next two weeks on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction, and east to State Road 23.
February 28, 2024- Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction, and east to State Road 23. Watch for flaggers. The speed limit has been lowered to 35 mph in the construction zone.
February 23, 2024- County Road 218 will be closed from Henley Road to State Road 16 and a detour will be in place beginning at 7 p.m. on February 23 through 10 p.m. on February 25. Drivers will be detoured via Thunder Road. Emergency vehicles will have full access. Drivers should expect heavy traffic and delays this weekend for the Northeast Florida Scottish Games and Festival. Avoid County Road 218 due to ongoing construction work and a planned detour. Access to the Clay County Fairgrounds will be via State Road 16.
January 25, 2024- A road closure and detour are now planned for February 23-25, 2024. County Road 218 will be closed from Henley Road to State Road 16 and a detour will be in place beginning at 7 p.m. on February 23 through 10 p.m. on February 25. Drivers will be detoured via Thunder Road.
January 11, 2024- Paving operations are scheduled to take place between Henley Road and State Road 16 January 29 through February 2, weather permitting. County Road 218 will be closed from Henley Road to State Road 16 and a detour will be in place beginning at 7 p.m. on February 2 through 10 p.m. on February 4. Drivers will be detoured via Thunder Road. Emergency vehicles will have full access.
January 5, 2024- Crews are completing underdrain replacement work and paving operations are scheduled to begin on January 22, and will take approximately five days to complete, weather permitting. Drivers should expect delays. Watch for flaggers. A detour will be in place on January 27-28 to realign the road closure for paving operations beginning the week of January 29.
December 14, 2023- The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down, and pay attention to flaggers and signage. Crews are completing underdrain replacement work and paving operations are scheduled for January 26-28, weather permitting, drivers should expect delays.
October 27, 2023- Crews will begin replacing underdrains in mid-November, which will take about three weeks to complete. Additional lane closures will be required to complete this phase of the project.
October 13, 2023-County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction.
June 8, 2023- Starting Monday, June 12, crews will begin construction of a roundabout on County Road 218 at the entrance of Shadowlawn Elementary School. This is part of the Cathedral Oaks Parkway project ahead of the First Coast Expressway. During the summer break, drivers can expect a lane closure from 7:00 AM to 6:00 PM. During the school year, the lane closure will be from 9:00 AM through 6:00 PM. The lane closures will be Monday through Saturday. We encourage drivers to be patient, slow down, and pay attention to flaggers and signage. If you have any questions about this project, you can email askclay@claycountygov.com.
County Road 218 (Middleburg) – Preliminary gas utility relocation work began on April 1st for Bonded Transportation Program project #1, County Road 218 from Cosmos Avenue to Pine Tree Lane in Middleburg. This project involves designing and reconstructing a 2.7-mile section of County Road 218 from two lanes to four lanes and adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes. Road construction is anticipated to begin this summer with project completion expected in the summer of 2025.
August 7, 2024- A traffic shift for both directions of County Road 218 begins overnight on August 7 for utility and drainage work. Please slow down and pay attention to the new traffic pattern.

May 23, 2024- Road closure and detour on County Road 220 at the entrance to Habersham Harbour is scheduled for June 3-14 for utility work. Drivers will be detoured on Lakeshore Drive and Waterbury Lane. The road will reopen at 5 p.m. and close at 7 a.m. on the weekend.
April 25, 2024- Overnight lane closure with flaggers at Swimming Pen Creek on May 12.
February 5, 2024- Anticipate occasional nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point, March 10 through September 10, 2024, for CCUA water line upgrades. The project could take up to 395 days to complete and includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit will be 35 MPH throughout the work zone.
January 19, 2024- Anticipate daytime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point, March 10 through September 10, 2024, for CCUA water line upgrades.
CR-220 Widening Phase 1 and Phase 2 Projects (Middleburg/Lakeside) - Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of the County Road 220 widening project beginning in late 2024.
Contractors will begin two simultaneous lane-widening and reconstruction projects on County Road 220 before the end of 2024.
In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This includes intersection improvements at County Road 220 and Henley Road. Work is expected to take 15 months.
Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work will take about 16 months to complete.
There will be several detours in place, starting mid to late November, and continuing for the duration of the projects. All businesses and residents will have full access to their property during both projects. If you have questions about this project, please email askclay@claycountygov.com.
Public Meeting -We are collaborating with the engineering firm Eisman and Russo to hold a public meeting on Thursday, September 19th from 5:00 PM – 7:00 PM at RideOut Elementary School. The public will have an opportunity to review project plans, view a presentation, and ask questions. County leaders will also be in attendance to help answer questions.

I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.
- Wells Road from U.S. 17 to CSX railroad tracks - Nighttime lane closures Sunday through Thursday from 9 p.m. to 6 a.m. for road and utility work. Daytime lane closures weekdays from 8 a.m. to 4 p.m. for concrete work.
Live Oak Lane (Middleburg) -
Update September 19, 2024- All right-of-way acquisitions are in place and the County will be moving forward with selecting a roadway contractor and construction will start soon thereafter.
As of Tuesday, September 3, 2024, Clay County is awaiting the final acquisition of the right-of-way for the Live Oak Lane paving project. One resident has not agreed to the terms of the acquisition. Upon receipt of the final agreement, the County will begin selecting a roadway contractor and the construction will begin soon thereafter.
October 13, 2023- This project is in the right-of-way acquisition phase. If all adjacent property owners agree to provide the necessary right of way for the installation of the 12-foot paved, multipurpose Sun Trail, road paving and trail installation could begin in spring 2024. Previous update-
The Clay County Board of County Commissioners is excited to announce that the County has been awarded funding from the State of Florida to make improvements to Live Oak Lane, as requested by numerous Live Oak Lane residents. The improvements authorized by the State include paving the road and the requirement that a sidewalk be installed concurrently with the road paving. To satisfy the State's funding requirements and meet all road and safety standards, the County needs to acquire an additional 20' of each property that runs parallel to Live Oak Lane. The needed 20' is currently within an easement on each property for electrical lines that run along the Live Oak Lane portion of each property.
Betsy Condon, District 4 Commissioner, hosted a public meeting on Thursday, July 13, 2023, at the Middleburg/Clay Hill Library, 2245 Aster Ave, Middleburg, FL, 32068, for the property owners to ask any questions and provide input.
Next steps
County staff will work with affected property owners to acquire the needed property. Residents can expect to hear from the county via a letter to discuss the specific details about their property and acquisition. Pending successful right of way acquisition, the goal is for work to begin early 2024. Construction will probably take up to nine months.

Sandridge Road, Bonded Transportation Program Project (Lake Asbury) – Work is underway on Sandridge Road (CR739B) to design and reconstruct the two-lane urban roadway from Henley Road to the west of County Road 209. The project includes adding a turn lane, curbs, gutters, sidewalks, and bike lanes. This stretch of road is not accessible for wide loads while construction is ongoing. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it.
November 14, 2024- A new entrance to Ronnie VanZant Park has been built just west of the old entrance, which is now closed. This new intersection alignment provides a safer access point for east and westbound traffic. The playground access to the west of the main entrance can only be accessed by westbound traffic due to the new raised median. Eastbound traffic will need to make a U-turn to access the playground entrance.

- Daytime, single-lane closures with flaggers Monday through Friday on Sandridge Road from Henley Road to the west of County Road 209 for paving work.
- The week of November 11, crews will switch to night work for paving operations, and drivers can expect delays at entrances to subdivisions. Law enforcement will be present during the nighttime paving operations. Work will take about two weeks to complete, weather permitting.
October 11, 2024- Anticipate daytime and nighttime lane closures and lane shifts with flaggers on Sandridge Road beginning in late November for paving operations. Work will take about two weeks to complete.

Eagle Haven Drive and Jubilee Lane at Sandridge Road will be under construction on Saturday, September 21, and Sunday, September 22. Residents will need to exit the neighborhoods using Henley Road during the work.

This video gives an update as this phase of the Sandridge construction project comes to a close on July 30th at 11 PM. We talk about what to expect, what the next phase of the project is, and how we’re working with CCFR, CCSO, and Clay County District Schools to make this opening as smooth as possible.

Sandridge Road from Henley Road to Eagle Haven Drive is scheduled to reopen on Sunday, July 30, 2023, at 11 p.m.
July 10, 2023-
Crews continue to stay on track and make good progress on the construction in front of the schools. The completion date is still scheduled for July 30th at 11:00 p.m. and the detours in place right now will be lifted at that time. After that portion is done, the construction company will move the project and equipment east along both sides of Sandridge. The plan is for the project to continue in sections or phases from Eagle Haven Drive to Russell Baptist Church with minimal intermittent single-lane closures and occasional lane shifts, with a goal to keep traffic flowing in both directions on Sandridge. The entrance to Ronnie Van Zant Park will remain open.
June 29, 2023- A sub-contractor to TECO is installing a natural gas pipeline from Henley Road down the northern border of the Sandridge right-of-way to service the Anabelle Island subdivision and nearby areas. This is not part of the county's Sandridge Road improvements. All project questions should be directed to TECO.
June 9, 2023- Law enforcement and emergency vehicle responses to the area will not be impacted. Multiple fire stations handle emergency responses to the affected area and public safety has access through certain barricaded roads (Eagle Haven Drive and Sandridge Road) to provide a timely response. Most area responses will be covered by Station 15 in the Lake Asbury area.
Emergency vehicles have predetermined routes through affected neighborhoods to area emergencies, and we are installing secured gates in place of specific fortified barricades on those routes for a long-term solution. CCSO will assist in a quick transit through the barricades. Only public safety will be able to open the gates and there will be law enforcement on scene 24/7.
It is important to note the barricades that are in place are there to prevent access through an operational construction area, which, can be dangerous for traditional vehicular traffic.
CCSO and CCFR reviewed the plan and are confident residents will have fast access to public safety when they need it. CCFR and CCSO leadership meet regularly and will continue to do so to talk about these closures. As work is completed or issues/concerns arise, the team will evaluate and adjust the road closure as necessary.
June 8, 2023- County leaders, CCFR, CCSO, and county engineers met Wednesday to discuss community input to the traffic plan. Those proposed solutions were vetted by the team for possible implementation. Overall, safety has been the driving force behind the decisions made. We’ve added additional signage and CCSO will have increased law enforcement presence to help direct traffic at the Sandridge and Russell intersection at peak commuter times. As a reminder, there is no access to Henley Road from Sandridge.
The areas that are closed were determined by county leaders, CCFR, CCSO, and county engineers based on the project scope and time, and, most importantly, safety. Emergency vehicles have predetermined routes to area emergencies. We continue to stress that drivers be patient, go the speed limit, pay attention to signage, and avoid the area if possible. Know we’re doing all we can to make this a quick and safe project. This necessary road closure is very fluid and is continually evaluated. As work is completed or issues/concerns arise, the team will evaluate and adjust the road closure as necessary. Stay tuned to this page for updates.
June 7, 2023- We understand your frustrations over the road closures surrounding the Sandridge Road project. Our goal is to finish this project as quickly and effectively as possible. If you don’t have to drive in the area, please find an alternate route.
Our staff, CCFR and CCSO leadership, and project managers worked on the original traffic plan, but after some major safety concerns were raised, that team worked to develop a revised plan early Monday afternoon that went into effect Tuesday. As a reminder, going around roadway barricades is illegal, and barricades bordering a construction zone are there for safety purposes. County crews also added more message boards to the area to direct drivers ahead of the construction. We know many of you have concerns. June 5, 2023- The County worked with the Clay County Sheriff’s Office to install more signs, messaging boards, and barricades to continue to safely direct traffic through the construction on Sandridge Road in Lake Asbury.
Sandridge Road from Henley Road to Eagle Haven Drive is closed for road reconstruction through July 30, 2023. Traffic is detoured via Henley Road and Russell Road. County staff worked with the Clay County Sheriff’s Office to add barricades, signage, and messaging boards well ahead of and surrounding the construction zone. Please pay attention to those, and drive slowly. There is no through access from Henley to Sandridge through the Glenhaven neighborhood roads.
Contractors are coordinating with Clay County District Schools and intend to complete road construction in front of the Lake Asbury elementary and junior high schools during the summer break to keep our students safe and minimize traffic impacts.
U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. All work is estimated to be completed by November 2024.
