Six categories were developed to evaluate. They are ranked from 0 to 100, with the lower score indicating a severe issue with the road. The categories ranked are:

  • Oxidation/Raveling of the asphalt
  • Cracking of the asphalt
  • Cuts/Patches/Potholes
  • Depression/Rutting of the asphalt
  • Rideability
  • Traffic volume

The list of resurfacing candidates is submitted to the Board of County Commissioners each year for review and approval. The scores for each category are averaged, and the lowest score is the number one ranked resurfacing candidate. Each year new request are added and the entire list is re-evaluated.

Roads are grouped based on proximity after ranking to make resurfacing as efficient as possible, reduce the overall cost, and minimize the disruption to the residences in the resurfaced areas.     

The county develops its resurfacing list based on citizen requests. These requests can be made through the Clay Connected app. All road requests for resurfacing are evaluated for priority in our resurfacing program. As our resurfacing budget is established, candidate roads for resurfacing are submitted to BCC for approval. Due to limited funding, it may be several years before a road enters the program. In the meantime, we will patch it as necessary. New roads are added to this list every year and are re-prioritized each year.
